Reach and frequencyRule 01

Read frequency and penetration together

One number alone doesn't tell you what to fix.

The rule

Where to move past the default.

The default

Campaign Manager reports reach, average frequency and audience penetration for each campaign.

LinkedIn Campaign Manager

What the Standard adds

Read penetration and accounts reached first, then frequency, then CTR, and decide from the combination. Read them at 30, 60 and 90 days.

Why it holds

An average frequency of 3 can mean part of the list saw the ad a dozen times while most of it saw nothing. Once penetration stops growing, more budget only raises frequency on the people already reached.

When it matters less

Average frequency on its own is enough when the audience is small and penetration is high, because most people are close to the average.

Decision triggers

Spot it, then act on it.

You seeDo this
Frequency under target, penetration healthyAdd budget, or narrow the audience so the same budget repeats more.
Penetration stalls around 50% with frequency on targetThat's a reachability ceiling. Export the accounts with no impressions and reach them through other channels, like Meta, programmatic or outbound.
Frequency above target, CTR fallingRotate the weakest ads before you touch budget (rule 03).

What experts say

Where people in the field stand on it.

  • Read them together, and over 90 days, not one week. On a signal list low reach is still the usual problem, so I check how much of the list has seen me at all before I touch the average.

  • Often the job titles with no impressions aren't active on LinkedIn, but they are on other platforms, so those accounts can be reached through outbound and other ad platforms. To increase penetration on LinkedIn, I use an impression cap. That way the budget moves through the whole account list instead of going to the same few accounts and people.
